a901fa4315 GE Debugger: Add separate step based on vsync.
I think there were some games where this would step in the middle of a
frame, but not seeing it commonly now.  So make it the default, but allow
both methods in the menu.

Fixes #15893.

e6dfb55d3d Optimize value conversion in (unused) depth readback.
This also exposes factors we can feed into shaders to do the conversion
on the GPU.

c5e0b799d9 Remove category from _assert_msg_ functions. We don't filter these by category anyway.
Fixes the inconsistency where we _assert_ didn't take a category but
_assert_msg_ did.

f1afc51994 GE Debugger: Refactor out stepping callback.
In case we have multiple connected debuggers, we don't want just a
callback.  A counter works fine.

0ed2c03350 GE Debugger: Prevent hang on shutdown.
Since we're blocking the Emu thread, we can't use a hook from the Emu
thread to wake up.

The change to lifecycle callbacks caused this.

fa0e88f1b7 Add a flag to use the display vfb for screenshots.
